| Summary: | O principal objectivo deste trabalho é contribuir para a melhoria da colaboração entre as Forças Armadas e as estruturas da Protecção Civil, no âmbito nacional e regional. As Forças Armadas possuem capacidades, que, pela sua exclusividade, garantem uma resposta e actuação que a comunidade civil não consegue igualar. As suas capacidades de planeamento, organização, execução e logística e a prontidão e disponibilidade dos seus meios, fazem do aparelho militar um instrumento capaz de actuar a curto prazo e de forma eficaz em situações de emergência de considerável envergadura. Nesta perspectiva, iremos começar por analisar o quadro legislativo, normativo e conceptual em que se enquadra o tema, nomeadamente no que concerne aos princípios de actuação das Forças Armadas em missões de protecção civil. Prosseguiremos identificando e analisando a articulação entre as estruturas de comando da Protecção Civil a nível nacional e regional com as Forças Armadas, através dos seus representantes nos termos da legislação em vigor. Procederemos de seguida à análise da estrutura operacional da Protecção Civil e de que forma se poderá potenciar a cooperação militar, de modo a desenvolver sinergias para o cumprimento dos objectivos comuns, na resposta a situações de emergência. Ainda neste âmbito e considerando que a Protecção Civil é hoje uma preocupação presente, com lugar de destaque, nas principais agendas internacionais referiremos algumas das iniciativas existentes em termos de cooperação bilateral e multilateral. No capítulo seguinte procuraremos um modelo de apoio logístico por parte das Forças Armadas, visando permitir uma resposta mais flexível e eficaz a situações emergentes de desastres naturais ou actos de terrorismo internacional, de forma a facilitar a respectiva articulação e ligação das acções a realizar. Finalmente apresentaremos algumas conclusões, visando atingir o objectivo deste trabalho de investigação. Abstract: The main objective of this study is to improve cooperation between the armed forces and civil protection structures at the national and regional levels. The armed forces have capabilities, which, by their exclusivity, guarantee a response and action the civil community cannot match. Its planning, organization, implementation, logistics and readiness and availability of its resources capacity, make the military an instrument capable of acting promptly and effectively in emergency situations of considerable magnitude. Accordingly, we begin by examining the legislative, regulatory and conceptual as far as the theme concerns, particularly in relation to the principles of conduct of military missions in civil protection. We will continue identifying and analyzing the relationship between the national and regional command structures of civil protection and with the armed forces, through their representatives in accordance with existing legislation. We shall then examine the operational structure of the Civil Protection and how the military cooperation can enhance it, in order to develop synergies to achieve the objectives, in response to emergencies. Also, in this regard and considering that the Civil Protection is now a concern, with a prominent position in international agendas, we’ll refer some of the existing initiatives in terms of bilateral and multilateral cooperation. At the following chapter we’ll seek to examine the armed forces model of logistical support, in order to allow a more flexible and effective response to situations arising from natural disasters or acts of international terrorism in order to facilitate their linkage and connection of actions . Finally we present some conclusions, aimed at achieving the objective of this research.
