| Summary: | O presente trabalho desenvolvido durante a frequência do Curso de Promoção a Oficial General 2016/2017, tem como objetivo identificar que contributos podem as Forças Armadas (FFAA) e as Forças de Segurança (FS) acrescentar ao controlo da fronteira externa no contexto da União Europeia (UE). Seguindo uma abordagem do tipo indutivo e hipotético-dedutivo, focámos o estudo em torno do Serviço Europeu de Ação Externa e no papel acrescido que as FFAA e as FS, no contexto da Política Comum de Segurança e Defesa, um dos vetores políticos de atuação externa da UE, poderão acrescentar ao controlo da fronteira do Espaço Schengen, sabendo que existem riscos que proliferam em seu redor e que constituem uma ameaça à segurança da UE. Assim, a informação foi compilada com base em leituras documentais e entrevistas a especialistas em questões relacionadas com a segurança europeia, apoiada num estudo de caso efetuado sobre a Operação Sofia da União Europeia. Na globalidade, conseguimos apurar que as FFAA e as FS têm capacidades operacionais que permitem ser articuladas entre si e que podem contribuir para um modelo mais eficaz de gestão integrada de fronteira que poderá ser levado em consideração no reforço da segurança do espaço europeu. Abstract: The present work developed during the attendance of the Promotion Course to General 2016/2017, has the objective to identify which contributions can the Armed Forces and the Security Forces add to the control of the European Union external borders. Following an inductive and hypothetical-deductive approach, we have focused our study on the European External Action Service and the increased role that the Armed Forces (AF) and the Security Forces (SF), in the context of Common Security and Defence Policy, one of the political vectors of the external action of the EU, may add to the border control of the Schengen area, knowing that there are risks that proliferate around them and which pose a threat to the security of the EU. The information was compiled on document readings and selective expert interviews on European security issues, supported by a case study on Operation Sofia of the European Union. Overall, we have come to the conclusion that the AF and the SF have operational capabilities which might have to be coordinated and their participation will enhance the contribution to a more effective integrated border management and the reinforcement of an European security area.
