Summary: | European Union Cohesion Policy and Spain: a territorial impact assessment. Regional Studies. This article examines the territorial impacts of European Union Cohesion Policy in Spain in the first four programming phases (1989–2013). It makes use of a multidimensional and multi-vector territorial impact assessment (TIA) procedure, which goes beyond the common socio-economic and environmental policy evaluation procedures by including elements related to territorial governance and spatial planning. Briefly, the assessment indicated a positive territorial impact of Cohesion Policy in Spain. However, the overall impact suggested several shortcomings, mostly related to a lack of long-term territorial planning vision, and to a ‘price to pay’ for a young-democratic society.
