| Resumo: | Este trabalho tem como objeto de estudo a Guarda Nacional Republicana, delimitada à sua valência tributária, fiscal e aduaneira. O objetivo da investigação consiste em analisar de que forma esta valência se apresenta como uma área estratégica desta Instituição. Para o efeito, utilizou-se uma metodologia baseada num raciocínio dedutivo, sustentada numa estratégia qualitativa, a partir da conjugação permanente entre a recolha e a análise de dados, utilizando-se o estudo de caso como desenho de pesquisa. O fator histórico, a implantação territorial, a unidade de comando e a capacidade de fiscalizar e investigar de forma proativa a Criminalidade Tributária, assim como o produto operacional alcançado pela Unidade de Ação Fiscal, são fatores que têm contribuído para a sua afirmação estratégica. As relações interinstitucionais são outro fator fundamental para reforçar essa afirmação no panorama nacional e europeu, a par de um conjunto de medidas estratégicas que devem ser desenvolvidas e implementadas para o seu aperfeiçoamento e adequação à complexidade das exigências hodiernas. É da conjugação integrada de todos estes fatores que esta valência constitui uma área estratégica da Guarda Nacional Republicana, sendo exclusiva e distintiva no âmbito do Sistema de Segurança Interna face às demais Forças e Serviços de Segurança. Abstract: This work has as object of study the National Republican Guard, delimited to its tax, fiscal and customs valence. The objective of the research is to analyze how this valence presents itself as a strategic area of this Institution. For this purpose, a methodology based on deductive reasoning, based on a qualitative strategy was used, based on the permanent combination between data collection and analysis, using the case study as a research design. The historical factor, the territorial implementation, the unit of command and the ability to proactively supervise and investigate Tax Crime, as well as the operational product achieved by the Fiscal Action Unit, are factors that have contributed to its strategic affirmation. Interinstitutional relations are also another fundamental factor to reinforce this affirmation in the national and European panorama, along with a set of strategic measures that must be developed and implemented for its improvement and adaptation to the complexity of the current requirements. It is from the integrated combination of all these factors that this valence constitutes a strategic area of the Republican National Guard, being exclusive and distinctive within the scope of the Internal Security System relative to the other Security Service Forces.
