| Resumo: | This communication presents a proposal to reformulate Portuguese M unicipal Development Charges applied, as a case study, to the municipality of Bragança. This reform is pressing w ithin the current crisis framew ork that strongly shapes municipal finances, and expresses the concern to provide municipalities w ith sustainable tools in order to fight for the rights of their citizens.The section of conclusions and recommendations stresses the importance of this reassessment of municipal development charges in order to clarify the origins and applications of funds aimed at development activities; to quantify the values charged to developers/promoters/builders, according to the benefits that accrue from public infrastructure services; and assure an increased fairness in the distribution of development costs and benefits among the population w ithin a certain municipality, and among different municipalities. |
