| Summary: | The relationship between circumstantial environmental minorities and the right for access to basic sanitation is analyzed. It is a basic right and essential for the establishment of other rights (housing, health and environment). Specific aims of current study comprise the co-relationship between circumstantial environmental minorities and the right to sanitation from the point of view of acknowledging it as a basic right. Our hypothesis demonstrates the importance of identifying circumstantial environmental minorities due to the non-practicing of fundamental right of access to basic sanitation to direct juridical institutes and public policies to at least reduce conditions of vulnerability through the deductive method, with documental analysis, including legislative and jurisprudential bibliography. Results show that access to basic sanitation demands many activities in the country and the acknowledgement of those entitled to such rights is basic for public policies that minimize their vulnerability and increase their dignity.
