| Summary: | In the past decade, Latin America and Caribbean governments and Higher Education Institutions (HEI) consolidated their international activities. They bettered their quantitative results but those were not sufficient to fulfill the objectives of an agenda for internationalization defined during the Regional Conference of Higher Education, organized by UNESCO, 2008. Actually, they don´t succeed to articulate internationalization with central institutional missions like promotion of equity or innovations for social and productive development. In this paper, we analyze mainly results and issues in relation with the CRES agenda and also the necessity to revise internationalization process and to design endogenous and more efficient programs.
