Resumo:This paper analyzes the PNE strategy 12.20 (2014-2024), with a specific focus on Programa Universidade para Todos (Prouni), and its contribution to the achievement of the goal of increasing the gross enrollment rate in higher education to 50% and the net rate for 33% of the population aged 18 to 24 years. To do so, we sought to analyze the Prouni from its creation and regulation, as well as its effects in the period from 2006 to 2017. In this study, in addition to verifying how the program enables, in the context of public policies, the entry of students into higher education, the motivation and the relationship between the program and the private segment of higher education are identified, especially for-profit institutions. This paper is a documentary analysis of data obtained through the Prouni System, Siga Brasil, the Federal Senate, the IRS, among others.
